Negotiation is a core competency in public procurement—but it operates within clear legal boundaries under New York State General Municipal Law. This seminar focuses on how procurement professionals can negotiate effectively, ethically, and lawfully to achieve better outcomes without compromising fairness or compliance.
Participants will learn when negotiation is permitted, who negotiations may be conducted with, and what may—and may not—be negotiated in sealed bids, Best Value procurements, Requests for Proposals, and professional services contracts. The course emphasizes practical strategies for negotiating price, clarifying terms, and improving value while avoiding material changes that could invalidate a solicitation or create an unfair advantage.
This seminar is designed to help agencies use negotiation confidently and defensibly to improve results within the limits of public procurement law.
