The RFP Blueprint – March 19, 2025, One-Day Virtual Seminar
The RFP Blueprint seminar for public procurement professionals provides a solid foundation for conducting the Request for Proposal process and understanding New York State laws dictating how local governments hire consultants, licensed professionals, and procures technology and other types of professional service contracts.
The goal of a well-managed RFP process is to assist governments in using procurement and contracting to improve outcomes for citizens, businesses, and community stakeholders. Preparing a Request for Proposal might be intimidating for many government employees. Even though you know you could find a better performing supplier/contractor, you might be tempted to renew an existing contract, just copy what a peer city or state has done or fall back on a previously released version of an RFP as you prepare to meet an anticipated need for services.
The main objective of issuing an RFP is to get the project successfully completed, on time and within budget. Projects are usually completed in phases, like the way a building is built from the ground up, starting with the foundation. Therefore, we must pay careful attention to the RFP process as it is the “blueprint to a successful project”.
We will use examples from different jurisdictions, and review discussion questions, which you will use as a brainstorming tool internally to reach agreement on the concepts your RFP will communicate. You will learn to use ProcurePath’s Solicitation Development Questionnaire which will assist you in writing the written material you will directly incorporate into your RFP draft.
Upon successful completion of this course, participants will be able to:
- Understand how to develop a Request for Proposal
- Understand when a Request for Proposal should be used
- Understand the difference between a Scope of Work and Statement of Work
- Develop a Statement of Objectives
- Evaluate Proposals and Suppliers
- Draft a final evaluation report and contract award recommendation
- Respond to FOIL Requests and Debriefing Requests
